A frustrated neighbour has criticised Bromley Council after it cracked down on parking during a mini festival in Chislehurst.

The council brought in temporary parking restrictions along Elmstead Lane during the Summer Luv Festival on Sunday, May 26.

One resident, Jenny Breewood, said it was scandalous the council introduced the measures as the road is usually free on a Sunday.

She said the notice was too small and said music fans were failing to see it, assuming the road was business as usual when it came to parking.

Mrs Breewood said: “My husband and I were surprised because they were small hand typed notices – they looked like planning permission notices.

“Something you wouldn’t necessarily be interested in reading. They were under the bright clear ones.

“What I am saying here is that Bromley Council has deceived people because they have not seen them to be official notices, they were very misleading. It is very very wrong – as far as we can tell these notices ran all the way down other roads.

“This is the first time we have ever seen this. It’s scandalous.”

Bromley Council confirmed that it handed out 34 penalty notices during the festival – but said temporary restrictions for events are sometimes necessary.

A spokesman for the council said: “The council considers traffic management and road safety when large events are planned. Temporary parking restrictions will be introduced if they will alleviate these issues, to prevent parking that could bring the local area to a standstill and potentially address safety concerns such as pedestrian access.

“In this particular example public notices were erected, in accordance with regulations, advising motorists of the temporary restrictions.

“If motorists feel that a penalty charge notice was issued incorrectly, our advice would be that they need to challenge this as detailed on the PCN so that all the circumstances can be examined.

“As in all cases, our advice would be not to pay the penalty charge notice as this effectively closes the case and to await the outcome of the challenge.”

The festival was headlined by Kenny Thomas, Blazin Squad and Richard Blackwood.
