LEARNER drivers have been banned from council car parks by road safety officials.

Driving instructors and parents will no longer be able to use the traditional method of teaching manoeuvres, even with L-plates.

Though not billed as a change in policy, it is thought the move follows pressure from councillors.

One qualified motorbike instructor, who has used Norman Park car park for the past 18 months, has branded the clampdown "illogical".

David Taylor says 20 to 30-minute sessions can help those who are nervous about going out on the road immediately.

He added: "I only ever go there if it's necessary and only if it's quiet. Deserted places are few and far between these days.

"There's no logic in it at all. Learners need to practice in a safe environment."

Bromley Council says it receives regular complaints about learners in its car parks, especially at Norman Park.

A spokesman said: "We wouldn't object in principle to learners finishing a lesson by backing into a space. But we do object to them using car parks as a practice area.

"We are primarily concerned with users. It comes down to a safety issue."

Instructors have "understood" when approached by council staff and told to stop using car parks for practice, he added.

The Driving Instructors' Association says many local authorities across the UK are taking similar action.

A spokesman said: "It's vitally important instructors have areas available to them to give learners practice.

"We understand there's a safety issue but all instructors have dual-controlled cars and can override control of their vehicle.

"There are going to have to be some Government guidelines on this."
