Welling police have taken action to remove a very dangerous vehicle off the roads.
PC Robinson was out an about in the borough yesterday conducting traffic enforcements.
He came across a man on his phone whilst driving.
Upon stopping the van PC Robinson discovered that the key had snapped in the lock and could be taken out of the lock and mysteriously the engine continued to run.
Smelling a rat we sought advice from local traffic officers who discovered the handbrake which was defective.
The driver was reported to court for all the offences and issued a vehicle probation (PG9) which prevents the vehicle being driven on a road without work being completed and a new MOT certificate issued.
PC Robinson said: "A vehicle in this condition is simply not acceptable and presents a risk to all other road users."
