Plans to bulldoze an empty building in Bromley for a new block of flats are in again.

Developer Sirca Ltd has proposed a four-storey apartment complex at a “neglected site” in Plaistow Road.

Sirca plans nine flats, the majority of which would be two-bed, along with two three-bedroom and two one-bedroom.

In 2012 developers were knocked back by planning officers at the council, who rejected a larger scheme for a dozen apartments.

At the time officers said: “The proposal would harm the living conditions of occupiers of the adjacent property No. 90B Plaistow Lane by reason of overshadowing and overlooking.

“The key objection raised by the council and by the planning inspector was the impact of the proposed development on the amenities of the neighbouring occupiers; particularly the harmful overshadowing and overlooking from the rearward projecting element of the building.”

The site was previously owned and operated by the Riverside Group, a social housing provider, and was used as eight studio flats which provided move-on accommodation for homeless people.

Sirca said this scaled-back proposal, which features six parking spaces, addresses the concerns raised in the 2012 application.

It said in its application: “Overall it is considered that the proposed scheme delivers a high standard of development which will assist the borough in meeting its housing targets.

“As such it is considered that the scheme should be positively received and should be granted planning permission.”

The application is being considered by planning officers at the council.
