Rosamund Adoo-Kissi-Debrah wants to know the cause of her daughter’s death.

The Hither Green mother and clean-air campaigner is waiting to hear back from the attorney general after lodging a request – with new evidence – for a second inquest into the death of her daughter, Ella.

The “incredibly healthy” Holbeach primary pupil died in February 2013 aged nine, from acute respiratory failure after years of coughing fits and seizures.

The cause of her asthma was never established, but new research into Ella’s death shows her frequent hospital admissions coincided with spikes in illegal levels of air pollution around her home, near the busy South Circular Road.

The news has drawn a high amount of public interest, with London Mayor Sadiq Khan writing to the attorney general Geoffrey Cox this month asking him to authorise a new inquest.

The attorney general can authorise a new inquest if he is satisfied there is enough public interest around the issue, and if there is new evidence.

Ms Adoo-Kissi-Debrah, a former Blackheath Bluecoat teacher, said Ella’s case had drawn both public interest and had new evidence.

“We handed the request and the evidence for him to consider on June 29,” she said.

“He has acknowledged the receipt of it and has also spoken to the coroner in the original inquest.

“Ultimately it will be his decision. If he says yes, it gets referred to the high court. It is a long process.”

As her petition for a second inquest looks to clear 100,000 signatures, Ms Adoo-Kissi-Debrah said she wants closure and justice for her daughter.

“As her mother I obviously want it reflected on her death certificate; I want to know why my daughter passed away. That is one thing, and I think that is the first thing,” she explained.

“None of this is going to bring her back. However if we get that [a second inquest], the Government will have to do something [about clean air] because they have a duty of care. The first thing will be for her to get justice. That is number one.”

Ms Adoo-Kissi-Debrah said there was no set date when she would hear back from the attorney general, but anticipated it would be after Parliament returns early next month.
