AMENDMENTS TO WAITING RESTRICTIONS IN SANDRINGHAM AVENUE
THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 506) ORDER 2022


1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 17 May 2022, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Order will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of road described in the Schedule to this Notice;

(b) the Order will better reflect the current layout in Sandringham Avenue.

3. A copy of the Order, which will come into force on 30 May 2022, and other documents giving more detailed particulars of the Order, including plans specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, 17 May 2022, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Orders will be to further amend the Merton (Waiting and Loading Restriction) Order 1977 and the Merton (Waiting and Loading Restriction) (Wimbledon Park) (No. 4) Order 2011 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) will be prohibited at any time in the roads or lengths of road described in the Schedule to this Notice.

3. The general effect of the 'Parking Places' Order will be to replace the parking place outside of No. 61 Dora Road with a single yellow line waiting restriction operating between the hours of 11am and 3pm Mondays to Fridays.

4. A decision on the waiting restrictions proposed on 17 March 2022 in relation to Middleton Road has been deferred.

5. A copy of the Orders, which will come into force on 30 May 2022, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the Orders would be to:-

(a) designate a parking place on the carriageway at the location listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking place would operate at all times, unless otherwise stated;

(c) specify, in respect of the parking place, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking place in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

(e) revoke the disabled parking place outside No. 14 Dunster Avenue.

3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit only parking places to facilitate a disabled persons parking place in Caxton Road and in Garden Avenue.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP51, no later than 10 June 2022.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 17 May 2022, made the above-mentioned Order under sections 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Parking Places" Order will be to replace the length of parking place described in the Schedule to this notice with a single yellow line waiting restriction operating between the hours of 12 noon and 1 pm Mondays to Fridays.

3. A copy of the Order, which will come into force on 30 May 2022, and other documents giving more detailed particulars of the Order, including plans specifying the length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 17 May 2022, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984.

2. The general effect of the Orders will be to convert the length of parking place which lies in Edna Road, the east side, from a point 2 metres south of the common boundary of Nos. 86 and 88 Edna Road southward for a distance of 10.2 metres, from parking place to double yellow lines waiting restriction operating 'at anytime'.

3. A copy of the Orders, which will come into force on 30 May 2022, and other documents giving more detailed particulars of the Orders, including plans specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(PARKSIDE GARDENS. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate crane operations in Parkside Gardens, SW19, they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in Parkside Gardens, between the common boundary of Nos. 3 and 4 Parkside Gardens and the common boundary of Nos. 4 and 5 Parkside Gardens;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Parkside Gardens specified in sub-paragraph (a) above;

(c) enter or proceed in the eastern footway of the length of Parkside Gardens specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Parkside Gardens specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via:-

(a) Parkside Avenue, Parkside and Calonne Road, or vice-versa; or

(b) Parkside Avenue, Peek Crescent, Marryat Road and Calonne Road or vice-versa.

6. Pedestrians affected by the footway closure should proceed using the footway opposite.

7. Nothing in the Order would apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring pedestrian or vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Friday 10th June 2022 and it is anticipated that the works would be completed that day. However, the Order would remain in force for 3 months should the works be delayed or further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (WEST BARNES LANE. KT3) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 5) ORDER 2022


1. The London Borough of Merton Council hereby give notice that to facilitate level-crossing inspection works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place, no person would:-

(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of West Barnes Lane specified in sub-paragraph 2(a) above;

(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa;

(b) pedestrians affected by the road closure would be via the adjacent footbridge.

6. Nothing in the Order would apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 12.01am on Sunday 12th June 2022 and remain in force until 6am that day.
