THE MERTON (WAITING AND LOADING RESTRICTION) (MP1) (NO. 1) (AMENDMENT NO. 1) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 26 June 2019, made the above mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.



2. The general effect of the "Waiting and Loading" Order will be to prohibit waiting "at any time" by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for forty minutes) at the locations specified in the Schedule to this Notice.



3. The general effect of the "Controlled Parking Zone" Order will be to remove the parking places outside Nos. 35 and 37 Dorset Road and the parking places opposite Nos. 35 and 37 Dorset Road.



4. A copy of each of the Orders, which will come into force on 5 July 2019, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.



5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE

Sheridan Road

(a) the north side, from its junction with Dorset Road south-westward for a distance of 10 metres;



(b) the south side, from its junction with Dorset Road south-westward for a distance of 12 metres;



Dorset Road

(a) the north-east side, from a point 12 metres north-west of the northern kerb-line of Sheridan Road south-eastward to a point 29 metres south­east of the southern kerb-line of Sheridan Road;



(b) the south-west side from a point 10 metres northwest of the northern kerb-line of Sheridan Road south-eastward to a point 29 metres south-east of the southern kerb-line of Sheridan Road.



LONDON BOROUGH OF MERTON

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) GROVE ROAD, MITCHAM AND VARIOUS SIDE ROADS (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council of the London Borough of Merton hereby give notice that to facilitate the construction of raised tables and lining works in Bennetts Close, Bolstead Road, Grove Road, Meopham Road, Oakleigh Way and Warminster Way they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.



2. During the works, no person would cause or permit any vehicle to enter, proceed or wait, including for the purposes of loading or unloading, in the roads or lengths of roads specified in the Schedule to this notice.



3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



4. Vehicular traffic affected by the closures should proceed by way of one or more of the following roads:- Bolstead Road, Grove Road, Meopham Road, Oakleigh Way, Warminster Way and Woodstock Way.



5. Nothing in the Order would apply to: -



(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes; or



(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.



6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.



7. The Order would come into operation on Monday 22 July 2019 and it is anticipated that the works would be carried out during the 2019 school summer holidays. However, the Order would remain in force until 30 September 2020 during which its provisions would be re-introduced should further works be required.

2. Bolstead Road, from its junction with Grove Road northward for a distance of 15 metres.



3. Grove Road:-



(a) from a point 10 metres south-west of its junction with Meopham Road, north-eastward to a point 10 metres north-east of its junction with Meopham Road; or



(b) from a point 20 metres south-west of its junction with Oakleigh Way to a point 20 metres east of its junction with Oakleigh Way.



4. Meopham Road, from its junction with Grove Road, south-eastward for a distance of 15 metres.



5. Oakleigh Way, from its junction with Grove Road northward for a distance of 20 metres.



6. Warminster Way, from its junction with Grove Road, south-eastward for a distance of 15 metres.



LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(VARIOUS ROADS) (NO. 5) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The London Borough of Merton Council hereby give notice, that to facilitate a programme of footway reconstruction and maintenance works to be undertaken in the roads specified in column 1 of the Schedule



to this Notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit:-

(a) pedestrians from entering or proceeding on the footways in those roads or lengths of roads; and



(b) vehicular traffic from parking or waiting in those roads or lengths of roads.



2. Pedestrians affected by a footway closure should proceed via the adjacent footway.



3. Any designated parking place situated in any of the roads or lengths of roads specified in the Schedule to this Notice will be suspended for the duration of the works in those roads or lengths of roads. The works will be carried out under a rolling programme of parking suspension to minimise inconvenience to residents.



4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



5. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.



6. Nothing in the Order will apply to: -



(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or



(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or



(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;



(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.



7. The Order will come into force on Monday 1st July 2019 and the anticipated works dates are listed in column 2 of the Schedule to this Notice. However, the Order will remain in operation for a maximum period of 12 months during which its provisions will be re-introduced should further works be required.

1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column



1 of the Schedule to this notice, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic From entering, proceeding in or waiting, including in any parking places, in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.



3. The "no entry" into Gladstone Road from Kingston Road will be suspended during the works in Pelham Road.



4. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of the Schedule to this notice.



5. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



6.

Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or



(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or



(c) emergency service vehicles, subject to site conditions at the time of any emergency; or



Id) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

The Order will come into force on Monday 1 July 2019 and the


anticipated works dates are specified in column 3 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months and its provisions will be re-introduced should further works be required.
