MEMBERS and staff of a disabled resource centre were angered yesterday to hear it will shut in three months time.

Campaigners have been trying for a year to prevent the closure of the Queen Elizabeth Foundation Resource Centre, Brent Way, Dartford.

Yesterday they were told funding would end on October 17, so it would need to close.

The centre is run by the Queen Elizabeth Foundation (QEF) but its building and funding come from KCC who have decided to close it and replace it with other services.

It is uncertain what will happen to the 19 members of staff who work there. They have entered into a two-week consultation period with the foundation.

In June more than 70 people went to Maidstone to protest outside Kent County Council (KCC) headquarters over unsuitable' plans for new centres.

One of the organisers, 42-year-old Sonia Mallion, of Oliver Road, Swanley, said she was upset that KCC had failed to listen to their concerns about the places some of the services would be moved to.

These include the Riverside centre, Dickens Road, Gravesend and the Discovery Centre at Swan Valley Community School, Swanscombe.

Ms Mallion said: "We really feel that QEF and Kent have let us down."

KCC have said that activities and opportunities that are currently focused on the resource centre in Dartford will be replaced by a range of opportunities at more local venues in Swanley, Dartford and Gravesend.

KCC cabinet member for Kent Adult Social Services, Councillor Kevin Lynes, said: "This change will mean a modernised service for physically disabled people.

"Segregation for adult education, leisure and recreation is outdated and is quite rightly rejected by the vast majority of disabled people.

"We are therefore launching a service based in local centres that are extensively used by local communities, and working with our partners to improve access to community facilities for all disabled people."

QEF chief executive of Cynthia Robinson said: "QEF has worked closely with KCC, offering advice and guidance on the development of services to support disabled people on a continuing journey towards independence.

"The closure will also have an impact on our highly-experienced, loyal staff and volunteers at the Centre.

"The forthcoming weeks will be challenging for many people. "But I should like to offer my assurance that Queen Elizabeth's Foundation will do its utmost to ensure that all the staff, clients and volunteers will receive the benefit of the charity's support throughout the period."

Kcc and QEF I will never forgive you ever.
You keep saying it is for the best that our disabled love ones havae to be put in the community. I challenged you to go on ordainary buses in wheelchair. I challenge you to live all day and all year in awheelchair and try to get around this town. We do not want services split into many parts. It is not fair. We had a happy community at the centre. My daughter Lisa does get taken out by her father and myself as well as a friendly P.A. But once aweek she loved to meet her disabled pals at the centre they felt safe and loved and not stared at. I am so angryu at Keith lynes and all the others who are not disaabled but arae determined to upset those who are.
And this secure unit that is going in its place or in the surrounding area. Why is this a secret why are you not forth coming. Tell us Mr Lynes I dare you!!!!!

Physically disabled people of NWK are betrayal by both KCC’s & QEF’s cynical decision to close the service presently provided, at the Resource Centre. Promises were made by senior KCC officials that the service would remain running, until proper alternative options were fully operational and proven to work. This now not the case! Unsuitable and what can only be described as fantasy alternatives are being offered. The proposed arrangement is quite evidently short term measure designed to fail. Even the proposed accessible transport service has been scrapped.

Throughout the whole farcical episode KCC have maintained that they just grant money to the service provider to run the service. Therefore proper council procedures need not apply during closure etc. It should be known that KCC not only supply the finances but also dictate policy of how the centre is run etc. Having far more day to day involvement than presently realised. There has been no consultation with service users or carers in any form or manner, causing possible breech’s of not only disability legislation but equality of duty as well. It is stated by KCC that they have consulted. However! this consultation relates to another matter in 1993 completely divorced from the present situation.

KCC’s attitude to the resource centre an only be described as discriminatory, services users have offered sensible suggestions towards future services, these have been ignored. A case of able bodied people dictating to physically disabled, more reminiscent of the 1950’s than the 21st century. A large majority of disabled people are council tax payers, therefore contribute to the service presently being axed. At the next council election’s I hope KCC’s actions in this matter are remembered.
