The Daily Mail reports Sporting Lisbon and Benfica want to sign Sagna, who will have to take a pay cut on the £110k-a-week wages he earned at the Etihad.
The Eagles, West Ham and Brighton are long-term admirers of Sagna.
All three Premier League clubs have had dreadful starts to the new Premier League season, failing to win any of their opening three games.
Sagna would tighten up Palace and West Ham’s defence that has conceded a combined total of 16 league goals.
