Under the Local Authorities (Members Allowances) (England) Regulations 2003 the Council is required to make a scheme which shall provide for the payment of an allowance in respect of each year to each Member of the Authority.
The Council has made a scheme known as the London Borough of Bromley Members Allowances Scheme. The scheme shall operate from 1st April 2008 until amended.
The main features of the scheme are as follows:-

All Members receive a basic annual allowance of £10,358.44, subject to an inflation increase from 15th May 2008 calculated in accordance with the Note beneath the table below:-

Note: All allowances are to be increased with effect from 15th May 2008 by the same percentage as the 2008 market movement change for officers under the PE Inbucon scheme and annually thereafter until 2011/12.
The scheme also allows Councillors to claim reimbursement of travel and subsistence expenses, for travel outside the Borough on approved duties only, under the same rules and entitlements applied to officers.
Under Regulation 16 of those Regulations, the Council in agreeing this Scheme considered the recommendations of the Independent Panel commissioned by the Association of London Government (now known as London Councils) on the remuneration of Councillors in London entitled "The Remuneration of Councillors in London 2006 Review" published in December 2006. The Independent Panel recommended a basic allowance of £9,964 for all Councillors in 2007/08, plus Special Responsibility Allowances for posts with special responsibilities. For these allowances, the Panel recommended that posts should be grouped within various bands and it specified ranges of Special Responsibility Allowances for each band. It recommended that authorities should determine their Special Responsibility Allowances within those ranges, depending on the levels of responsibility and workload for each post. The Council previously commissioned a supplementary review by Mr Rodney Brooke, a member of the Independent Panel, for this purpose. In his report entitled "Members' Allowances" dated December 2003, Mr Brooke recommended that the following Special Responsibility Allowances should be payable with effect from 1st April 2004, but the Council decided to fix allowances at a lower level. As the only changes in the scheme adopted for 2008/09 are increases linked to an inflation index, no further independent report has been commissioned.

The scheme's provisions relating to travel and subsistence are in line with the recommendations of the Independent Panel.
Copies of the scheme and copies of a record of payments kept in accordance with Regulation 15(1) and (2) are available for inspection between 8.45am and 5pm Mon-Fri at Bromley Civic Centre, Stockwell Close, Bromley, BR1 3UH.
