No, it cannot be because the Mayoral Election is looming and he is still lagging behind!

Perhaps he’s just trying to make up for the fact that he came to the march for the future of Queen Mary’s Hospital about the same time in the last election cycle to the make a big `elect me’ speech and was then never seen again?
