MORE households were caught without a TV licence in Newham last year than anywhere else in the capital.
The borough has topped a London "league of shame" for the second year running after 4,249 households broke the law by not buying a licence in 2005.
Brent was ranked the second worst with 3,714 evaders caught, while the neighbouring borough of Waltham Forest registered less than half Newham's total prosecuted.
Jessica Ray from London TV Licensing said: "The league of shame shows that we have been even more successful at catching evaders.
"Newham may be top of the league once again, but this is a losers' league, so there is nothing to be proud of.
"We do understand that there are some people who genuinely struggle to pay for the licence in one lump sum.
"For those on income-related state benefits, we have a cash scheme, which allows people to pay in weekly or fortnightly cash instalments.
A TV licence currently costs £126.50 a year for a colour television set.
