A report outlining the proposed terms of the investigation into the ‘New Bermondsey’ development has been published.

The investigation follows months of controversy surrounding the planned Compulsory Purchase Order, off-shore developer Renewal and funding claims made by Surrey Canal Sports Foundation.

Links between current and former Lewisham councillors and employees have also been flagged up as areas of concern.

The investigation should consider ‘the propriety or otherwise of the behaviour of all Members and officers involved in all stages of the process of consideration of the proposed CPO', according to the report.

It is recommended in the report that the investigation looks into the £500,000 pledge made by Lewisham Council to Surrey Canal Sports Foundation, and whether the council were misled by claims of support from Sport England.

The Greater London Assembly Housing Zone allocation, which would give the developers an additional £2million, will also be investigated.

£500,000 has been set aside to pay for the inquiry, which is expected to start no sooner than April and last at least six months.

Mayor of Lewisham Steve Bullock was a trustee of SCSF until he resigned last week.

In a resignation letter to the foundation the Mayor wrote: "As you know, I have always sought to make a clear distinction between my trusteeship of SCSF and my role as Elected Mayor of Lewisham.

"I was happy to take on my trusteeship because I believed and still continue to believe the Energize project can deliver enormous benefits to the people of the Borough but given the amount of recent media reporting, and inaccurate comments I understand to be circulating on Social Media, it has become clear to me that my continued involvement with SCSF is not helping either the Borough or the Foundation.

"It is also creating unnecessary confusion at a time when I need to concentrate my efforts on the many challenges facing the borough today not least the continuing impact of government austerity programmes.

"I have therefore decided that I should tender my resignation as a trustee with immediate effect."

A cross-party group of councillors will sit on the New Bermondsey/Surrey Canal Inquiry Committee, and which will be chaired by an independent QC.

The inquiry will begin the investigation from the point at which planning permission was granted in 2011.
