A scheme proposed to give councillors their own budget to spend on community projects has been voted down.
The motion to adopt the initiative, known as the local member initiative scheme, was proposed by the Conservative group at Greenwich Council's full council meeting.
All 13 Tory councillors voted for the scheme but they were overruled by Labour councillors.
Deputy council leader Councillor Peter Brooks said he was against the scheme "in principle".
The initiative has been adopted at Staffordshire County Council where each councillor is given £10,000 to spend on their community.
Tory group leader Councillor Spencer Drury said: "I am disgusted Labour could not support the principle of communities getting involved in our democracy."
The Labour group says it is waiting for the publication of a Government White Paper on town halls and devolution of power, due in November, before considering the scheme.
