Litterbugs could be fined for using Dartford as an ashtray, when the rubbish police take to the streets.
Council leader Jeremy Kite has proposed to introduce a team of uniformed officers to patrol the borough's parks, roads and town centre.
They would issue penalty charge notices to people who litter, drop cigarette butts, and leave dog mess.
The council would also bug businesses to dispose of their waste correctly, and make sure bins are emptied regularly.

Council Leader Jeremy Kite said: "We know that the vast majority of people dispose of their litter responsibly and clear up after their dogs but sadly there are a few that don't.
"From January their selfishness will cost them dear. We’re hoping to get everyone’s support to ensure that Dartford is clean, tidy and safe."
