IRATE shopkeepers have been left cursing Bromley Council after part of a high street was taken up and re-laid less than two years after a £2.2m improvement works programme.

Orpington High Street was reopened with much fanfare by Mayor Boris Johnson in July 2010 with wider pavements, new signage and block paving used for part of the road.

So businesses in the street were horrified when they learned part of the block paving was being taken up and re-laid.

And even more so when they were told the reason for a delay in finishing the work was because the contractors had run out of blocks.

Cancer Research UK shop manager Mandy Wines said: “I rang Highways at Bromley Council and they said the contractor had run out of blocks.

“Someone should have been finding the blocks and for them to not know what was happening in the high street was disgraceful.

“It has been a total disaster.

“We lost money when they first did the works and this time we were losing about 20 per cent each week.

“And in the shop where I normally have 100 bags of items donated a week I had 10 a week.”

“At the council they did not know what was going on and it was major roadworks.”

H&T Pawnbrokers manager Pauline Batten was mystified about the delay because she could see pallets of blocks from her shop in the High Street.

She said: “Along by Thomson travel agents there were six or seven pallets waiting to be used.

“Coming to work in the mornings I did not come through the High Street while the works were on because it was such a pain and that would have stopped a lot of passing through traffic.”

“We were down about 20 per cent compared to our normal number of customers.”

The works between Boots and the NatWest mini-roundabout were eventually completed on Saturday (June 23).

A Bromley Council spokesman said: "The original scheme is within the guarantee period and it is usual in the construction industry for the contractor to deal with snagging issues and this is precisely what happened here.

"It is unfortunate the work has taken this long but the record amounts of rain have regrettably delayed progress on this job as block paving cannot be laid on water-logged foundations.

"The contractor has also replaced the blocks at the bus stop with a stronger design to better withstand the loading from the buses, and prevent further problems in the future.”

Lets hope that CONWAYS are paying for the repairs out of there own pockets,after all it was there shoddy,rubbish work by cowboys that has caused the problem in the first place.What a shower of s..t that firm are!

Snagging issues? lol I'd say that the 'issues' were a bit more funadamental than that. The original works were substandard in so many ways as has been proved by the subsiding paviers, wibbly, wobbly blocks and uneven pavements. Straight and true surfaces in our nice new High Street are indeed a rarity. The 'remedial' work being done doesn't seem much better to be honest. Check out the raised crossing point between Knoll Rise and Homefield Rise which has just been rebuilt - the paviers look as thought they've been laid using a corkscrew as a straight edge and an inspection cover has already had to be reset after just a couple of weeks. Quality work clearly...

Slonik - the inspection cover didn't even last a week before it had to be re-done. Shoddy work to start with followed by more shoddy repairs.

Will Bromley Council or Conways give any guarantee that this month's bodge-ups will last longer than 2 years like the original scheme?

It was a white elephant to start with and is now falling apart with the odd patch-up making it look a mess.

Will the people responsible please stand at the Post Office hump and honestly say "that's a top quality job". I've seen smoother ploughed fields.

I'm not sure the two new drains at the bottom on Broomhill Road at the junction with the High Street are connected to anything. Despite reporting them as blocked 2-3 times, they're still always either full of water or general detritus. Walking along that part of the High Street in wet weather really is great if you like being soaked as vehicles hit the many large puddles that form in the gutters. Still despite the few minor 'snags', I'm sure it was all very good value for our tax money... lol

Im sure a local guy doing a bit of tarmacing around the corner will have a spare bit going to sort it out for them cheaply !!

Laughing aside that's exactly what they have done outside the Post Office. At the last count there were seven dollops of tarmac slopped over the worse bits which have, as expected, sunk into the subsidence. It wasn’t even hot rolled, just a diy bag of tarmac stamped in.

Either the design was deliberately for the block scheme to collapse in less than two years to be bodged up with random amateur tarmac; or between Bromley Council and Conway’s they got the type of blocks completely wrong, with a substandard base, and badly laid. I guess there is a blame game going on in the background but the end result is that the whole scheme needs completely replacing to get it back to the standard it was the day Boris opened it.

A sensible and cheap solution would be nice flat tarmac – like most High Streets have – but Bromley appear obsessed with complicated, expensive, “pretty”, and costly to maintain schemes. To change it now would be an admission it was a mistake so it looks like we are saddled with this white elephant until the next trainee planner has a wizzo idea for the High Street.

Here’s a challenge for Bromley Council, get Boris to cycle a few times over the Post Office elevated section and announce what a fantastic scheme it has turned out to be for our £2.2 Million.

Good news for Bexleyheath people – Conway’s are doing the same job to your High Street starting September. You have been warned!

And what numpty decided to mark the newly laid block area outside Boots in Orpington into parking bays instead of a bus stop?! The buses struggle to pull in now, especially if more than one comes along at a time, because of all the cars parked there.

Blocks of what? Flats? They want something blocked? Oh sorry. You do employ an adult. Well swap them for an articulate 9 year old instead then.

That happened in the nineties, and it pretty much destroyed Orpington High Street. The High Street did partially recover following Bromley's short lived Lib/Lab coalition, and then the killer blow was struck some years later when Tesco were allowed to build their store.
