A post office worker from Crayford is planning go to court over a littering fine for an offence she says she did not commit.

Corrina Wand was issued an £80 fixed penalty notice from Bexley Council for dropping litter outside Poundland in Bexleyheath on February 21.

But she maintains: “I did not commit a crime. I am not a litterbug.”

Miss Wand has criticised Bexley Council for its lack of appeals process when someone receives such a fine.

After disputing the fine with Kingdom Environmental Services, the company which deals with littering fines in Bexley, a spokesperson said her only option was to take her case to a Magistrates’ Court.

The email she received from Kingdom warned: “If the case goes to court and you are in fact found guilty you could be fined up to £2500 and potentially get a criminal record.”

A spokesperson from Kingdom Environmental services told News Shopper: “The law allows for representation to be made within 14 days but ultimately it is out of Kingdom’s hands.

“We are enforcing on behalf of Bexley Council. It is entirely the council’s call.”

According to the ticket, Miss Wand is accused of “dropping litter on floor and walking away.” She was given 15 days to pay the fine or risk being summoned to court.

She said: “I would rather go to court to prove my innocence than pay £80 for something I did not do.”

She added she may have littered unintentionally but was unaware of this, and should not be fined for intentionally dropping rubbish.

A spokesperson from Bexley Council said: “The Council takes littering offences very seriously.

“The fixed penalty notice would have been issued under the Environmental Protection Act 1990 and is a criminal offence.

“There is no appeal process under the Act other than providing a defence through the Magistrate Court should the case be submitted for prosecution.

“The Council does however, offer the opportunity for the individual to make representation prior to the 14 day payment deadline.”

Since this story was first published, Miss Wand's fine has been cancelled.
