Hundreds of taxpayers sign petition calling for pay cuts from Bexley Council officers

HUNDREDS of taxpayers have signed a petition calling on senior Bexley Council officers to take pay cuts in these times of austerity.

The Bexley Council Monitoring Group, an independent body representing the views of the borough's residents, handed in the 2,219-strong petition on Friday (December 9), demanding salaries are capped at £100,000.

Chief executive of the council Will Tuckley was named last year as the 37th highest paid local government worker in the UK, according to figures collected by BBC Panorama.

According to their numbers, last year he received a handsome £206,439.

Petition organiser Elwyn Bryant, of Salisbury Road, Bexley, has spent four months collecting signatures.

The 75-year-old said: “Door knocking was quite effective - people were really receptive.

“A lot of people did not know how much money they earn.

“They are very angry by it.

“Their first reaction is ‘What do they do for it?’

“We are paying their wages but the council is saying it has nothing to do with us.

“It’s outrageous.”

The monitoring group is appealing to the council's leader Councillor Teresa O’Neill to ensure no senior official’s salary exceeds £100,000.

Bexley Council's response

A spokeman for Bexley Council says the petition is “inaccurate and misleading.”

He added: “As part of its 2014 programme the council has reduced the benefits available to senior staff, made no cost of living award for three years and asked managers to undertake even broader and more demanding roles as a result of cutting the number of director level posts by 33 per cent.

“The council has in place procedures to ensure that staff perform to a high level.

“The council's senior officers undertake complex and difficult roles that require a high degree of skill and professional expertise.

“The council is a large and multifaceted organisation with a turnover of more than £500m, is the largest employer in the borough and has responsibilities ranging from child protection to refuse collection.

“We have an admirable track record at reducing cost and being transparent.

“We were one of the first councils to publish these figures on our website.

“We need skilled and committed staff to deliver excellent services to our residents and the remuneration packages paid to staff reflect this requirement and have been developed over time with the support independent specialists the Hay Group.

“Remuneration of individual staff is enshrined in legally binding contracts of employment.

“It is not appropriate or constitutional to discuss the circumstances of individual officers at a public council meeting - and this has been explained to the organisers of the petition on a number of occasions”.

In other south east London local authorities, Bromley Council’s chief executive Doug Patterson earns £177,135, while Lewisham Council’s chief executive Barry Quirk has cut down to three days a week and earns £115,432.

Can I have a pay rise then please - staff had not had one for 3 years, they want us to work for longer paying more pension but get less and the chief exec gets £206k!!!

Good luck with this but once a pig gets its nose in the trough its hard to get it out.

"According to their numbers, last year he received a handsome £206,439."

It makes me want to throw-up when I read about these obscene salaries at a time when people literally don't know where their next quid's coming from.

Absolutely disgusting!

And how many of those people felt bullied into signing it? I said no thank you to signing this petition a couple of months ago and Mr Barnbrook got quite nasty.

Bexley's budget is £500 million. If the difference between a bad chief exec and a good one is about 1% then that's £5mil. In which case, however excessive £206,439 is, I'd rather pay that and get the best.

Outandabout says...
3:03pm Tue 13 Dec 11

Where does that 1% come from? You can still be rubbish at £206,000 a year. This is public money and that salary is not justified. This is jut him, how many others are on over £100,000 a year. No one needs more than that IN PUBLIC MONEY. If you think you are worth more then get in the private sector. The councillors run the authority and the CE acts on their instructions. He isn't the whole entity so I doubt if an ineffective CE would cost £5 million more on the budget.

Joe G 6th says...

How on earth can you justify 200K, thats about 50k more than the prime minister ! Is it any wonder our council tax keeps going up.

gemmy says...
3:39pm Tue 13 Dec 11

But the Prime Minister gets 2 houses, lots of holiday and expenses on top of his earnings. Also, when a Prime Minister retires then can then earn a fortune writing a book about their time in office and also work the lecture circuit - look at how much Mr Blair has earnt since 'retiring'!

Burntout says...

It might be 1%, it might be 5% of PUBLIC MONEY that a good/bad chief exec saves/wastes. For example, the profit margin at Tesco last year was 5.6% but at Sainsburys just 3.5% or at BT 14.5% but at O2 just 9.0%, or at BP 9.2% but at Shell 7.1% so good management (all the way through a company) can make a huge difference. After all, all of these companies sell almost exactly the same product at the same prices so it is similar to a council which offers very similar services to another neighbouring council. As different managements can change costs by about 5% while still offering near identical servies and employement practices it is certainly worth paying for ten times over. I agree offering a very generous salary does not guarantee a better applicant for the job but makes it much more likely that you get the best and so avoid WASTING PUBLIC MONEY.

Burntout, and gemmy who's blowing who here ? Both of you must be from the PR department of Bexley Council.

Burntout says...

Nope - never worked for local government. Never worked in Bexley. Just think that people can't expect to pay the bare minimum in council tax and then expect anthing other than the bare minimum in council services. Maybe its not always fair, but you get pretty much what you pay for.

Joe G 6th says...
4:22pm Tue 13 Dec 11

That suits me ....bare minimum service. I'll pay for whatever else I need. I don't need no fat cat on 200 large pushing paper around thank you.

Burntout says...

Bins, lights, police, schools, old age care, roads and the rest. I hope someone is checking all the costs very carefully. One extra school we don't need can waste a million a year, one school too few can cost just as much.

gemmy says...
4:38pm Tue 13 Dec 11

I've never worked for Bexley Council and probably never will. I think we get quite alot for a council tax - Police, Fire Brigade, Libraries, Street Cleaning, refuse collection, schools are just a few things. Did anyone watch that BBC experiment 'The Street That Cut Everything'. I know some of it was set up to make the programme more interesting, but it still made quite a valid point.

Invicta58 says...

Schools are mostly funded by central goverment grants (remember the old Grant Maintained scheme), Met Police from a central precept from the Mayor of London but otherwise Bexley's PR dept has done a good job convincing you where you think it goes !

UpTheHill says...
5:01pm Tue 13 Dec 11

I recall meeting you a few months ago and at the time thought you did not really have a grasp as to the reality of pay in 2011.

2,219 signatures, about 0.97%, less than 1%, of the local population.

Perhaps spend your efforts doing something worthwhile rather than not understanding that £200k is about the going rate for this type of job.

gemmy says...
5:10pm Tue 13 Dec 11

Invicta, school budgets are funded through a combination of income sources - business rates, council tax, government grants, etc. Our Council tax also includes money that goes to the GLA (BoJo and his mates), which then is given to the MET.

Joe G 6th says...
5:48pm Tue 13 Dec 11

Yes the PR machine is in full spin. Looks to me like a raw nerve has been touched here. 200 large for a pen pushing paper shuffler is over kill in any industry never mind local government.

goldenbroomboy says...

This is almost amusing. Posters lining up to defend local government fat cats who are paid to delegate! Presumably those who support the fat cats at the top do not mind paying extra so as to give a pay increase to the poor minions who actually have to deal with the public?

The only people who never get any say in how TAXPAYERS is spent is the TAXPAYERS,

The whole system we work by to run Britain is wrong

THAT'S THE PROBLEM

Burntout says...

Yes - we should give TAXPAYERS the vote and then they would get a say in how their money was spent and who was spending it. Oh wait, we do!

(“We need skilled and committed staff to deliver excellent services to our residents and the remuneration packages paid to staff reflect this requirement and have been developed over time with the support independent specialists the Hay Group.)

It seems that Councils & Government bodies cant run effectively without the costly help of consultancy groups,

Consequently the statement of,
WE NEED SKILLED & COMMITTED STAFF TO DELIVER EXCELLENT SERVICES,
Is absolute rubbish as the skilled & committed staff,
Have to take advice from elsewhere

The Hay Group advices on the council execs salries. Surely you're not suggesting they should decide their own pay?

This discussion is about the renumeration given to senior council employees-who are NOT elected.

The real problem here is people like us all sit and pontificate but do nothing at the end of the day. I'm just reading a similar story on the NS about another fat cat walking away after 18 months with a 400K golden handshake. Now really who's the fools ?? Us for bending over and taking the shaft that's who.

So, what do you propose then? There are people in the Borough that try to act and look what happens. Bexley tries to block free speech by limiting access to public meetings. They are trying to control Internet and sending bloggers to jail!
The problem are people councillors like Linda Bailey with "I can do what I like" attitude. And yes, she really said that!!! That's the reality we live in!

You lot all need to get out more often. I had that funny little man int he picture with the hitler moustace knock on my door and he got really irrate when I told him I didn't care. Im sure that black shirt fella (isn't he with the National Front lot, Barnbrook??) was on the other side of the road. Nasty little people, wouldn't take no for an answer. Obviously got a personal problem with someone.

Dizzy13, I guess you didn't actually read what the petition was about? Had you done so you would know that it is concerning the excessive salaries of a small cabal of people in Bexley. FIVE individuals were specfically mentioned in the petition. You will also see that FOUR people collected and delivered the petion.

So it's "obvious" to you that four different people have a "personal problem" with five other people?

And do the 2000+ people who signed it also have personal problems?

Or do they want to just want to apply some brakes to the Bexley Council gravy train.

I was first aggressively asked back in July to sign this petition, It has taken at least 5 months to get 2200 people (1% of the local population according to UpTheHill) to sign it suggests that the majority of people do not think that the Chief Executive does not earn too much or that Elwyn Bryant and his BNP (Barnbrook) buddy are not very good at organising a petition!
