LIBERAL Democrat mayoral candidate Chris Maines says Lewisham's poor recycling rates are due to problems getting recycling boxes.
Residents are waiting up to four months for a recycling bin for paper, plastic and glass.
Mr Maines blames the lack of budgeting and failure to assess demand, which he says demonstrates recycling is not a priority for current Lewisham Mayor, Steve Bullock.
If elected, Mr Maines, 48, pledges to double the amount Lewisham recycles.
He said: "The public are desperate to play their part in protecting the planet but Lewisham Council seems determined to place obstacles in their way.
"Residents who order boxes and wheelie bins online get a message asking them to be patient.
"Further messages explain the council is having difficulties meeting high demand."
