RESIDENTS say they have been let down by the Government because a major development could be pushed through following an appeal.

Fortis Leisure has submitted a second application to Bromley Council to build a sports complex on Elmers End Road, next to Elmers End station.

The development includes plans for 11 all-weather sports pitches, a single-storey pavilion and changing room building, 8m-high floodlights and 85 car parking spaces.

The application was first submitted to the council in October 2002 but was refused because the site is on Metropolitan Open Land, next to South Norwood Country Park and animal habitat would be destroyed.

But the developer appealed against the decision.

And despite the council's decision being upheld, the Planning Inspectorate suggested amendments to the plans, including a contribution to the borough's sports strategy.

Following the appeal, Fortis Leisure submitted a second application on May 11.

Joan Rockcliffe of West Beckenham Residents' Association said: "We are very disappointed the Government inspectors ignored the impact it would have on us."

Mrs Rockcliffe says the glare from the floodlights will be like looking out on Colditz.

She added the late opening hours of the pavilion, probably until midnight on weekends, will be a nuisance to residents, especially if they apply for a late licence.

The area's traffic and parking problems would also increase.

Mrs Rockcliffe added the development is on a flood plain.

She says the complex would increase the risk of flooding in Elmers End Road.

Fortis Leisure declined to comment.

A Bromley Council spokesman says in light of the inspector's comments, it will consult residents and consider the application again.
