‘Cruel’ council to cut food deliveries

SOME of Bexley's most vulnerable people may be left to order and cook their own frozen meals as a result of changes in the borough's meals on wheels service.

All 420 elderly or disabled people who receive the service have been told Bexley Council's cabinet will make the final decision on the changes at a meeting on February 5.

The proposal has been described as "very cruel and ill thought out" by trade union Unite.

Currently the meals are all cooked at a central kitchen and then delivered hot to people's homes.

Around 40 workers are employed by Bexley to provide the service and they would have to be redeployed, if possible, to other jobs.

Bexley says it has already identified around a quarter of the meals on wheels clients will still need help and support to cook their own meals.

It is proposing frozen meals will be delivered direct to clients' homes in future.

People receiving the meals could order them direct from a list of approved providers which will be given to them by the council.

Alternatively, they can find their own supplier and choose their own meals for delivery.

Clients will pay the supplier direct for the meals.

Ian Wall's mother, Joan, from Bexley, who is 83 and blind, receives the meals on wheels service.

Local government officer Mr Wall, 46, says he feels the decision is being made purely on cost.

He said: "It defeats the whole principle of meals on wheels, providing a hot meal for people who are not able to cook it for themselves.

"It is a retrograde step and very detrimental to the users of the service."

He said it is a pity Bexley has not chosen to pilot its proposal before deciding to change the whole service.

Mr Wall says he fears there could be serious accidents or food poisoning as a result of asking vulnerable people to cook their own meals.

Paul Fawcett, a regional officer for Unite, whose members provide the current service, says all the workers were women who worked part-time.

Mr Fawcett says he understands any help needed to cook the frozen meals would be provided by home care workers in future.

He said: "The staff are more worried about the people who receive the meals than about their own jobs. They provide a social service.

"They don't just deliver the meals, they keep an eye on their clients and for some people it is the only face they see in the day."

Mr Fawcett claims Bexley's Tory council is "paranoid about cutting costs, regardless".

He added: "It is not very nice to watch."

Mr Fawcett says Bexley has hived off so many of its services to outside companies and trusts it is very unlikely the meals on wheels staff could be found alternative jobs within the council.

The council says it has been reviewing its service, which costs £275,000 a year to run, for the past 12 months.

Last year it invited companies to tender to provide a more efficient way of delivering the meals.

However, the council was unhappy with all the bids and did not take them any further.

Cabinet member for social care Councillor Sharon Massey said: "The council faces a number of difficult decisions as a result of the worst grant settlement from the Government for many years, which makes it more important than ever we get the best possible value for money.

"Demand for meals services is falling across the country and we are responding to customer needs in providing more choice, as well as possibly reducing costs."

People have got to realise that the government and councils do not give a hoot about pensioners. We stop being useful when we stop going to work and paying nice juicy taxes.

It is a wonder they don't introduce the Native American custom of leaving elders who could no longer fend for themselves out in the snow.

Then again, I suppose a fair amount perish from the cold inside their own homes as many cannot afford to have the heating on.

This is a shocking and stupid decision by the Tory Council. The money they are saving is tiny compared to the huge importance of this service to elderly residents. Also they have been secretly planning this for weeks. I am going to campaign to stop it from happening.

I am one of the meals on wheels delivery drivers , I would like to invite anyone that is interested to attend the public meeting on the 5th feb at the civic offices, so they can see for themselves how the elderly in this borough are being treated.

Is anyone really surprised by this? This is what Tories do with power, coming only a year after they withdrew services from anyone with a 'moderate' assessment of need. They have found the resources to buy the council leaders a shiny new car and to forego the market income from the Conservative Club's access rights but want to leave vulnerable people without even a propery secured meals service. Remember this decision when they are trying to make political capital out of the changes at Queen Marys. You cannot trust the tories with public services.

at least when the oldies get meals on wheels there kept eye on some of them will not bother to cook frozen meals and then go without i thought the idea of meals on wheels was to make sure there eating and not having to cook for them selfs as they are unable to do this there selfs typical council try cutting spending on the some of your wages i would pay more council tax just to make sure they got there hot meals

Social workers and care managers never got into the profession to take away services from those in need.

The proposed changes are about choice as well as getting value for money. One of the guiding principles in Our Health, Our Care, Our Say.

There are safeguards in place to ensure no one with critical or substantial needs is left without contact for days on end with just a a pile of frozen meals for company.

This is all about giving the older generation choice, should they actually need the service, it would be their choice what and when they eat. We are all living longer and do not need to be catergorised with assumptions that certain groups require certain things. Human rights dicatate that a service would not be withdrawn leaving anyone vulnerable and at risk. This proposal will see support going where it is really needed, and those who really need it will get better more appropriate 1-2-1 support, accompanied by a meal that is heated up in front of them!!!

Thank god, common sense at last. I am relieved that this service is changing, it is so long overdue. Good on Bexley Council for having the guts to do something. Howard Dober, I do not know if you have seen the meals lately but are you really going to campaign for tasteless cardboard, my nan is worth a hell of a lot more than that!
Bring on the change, asap.

What the council has failed to inform oaps that are currantly receiving this service, is that it will now cost them 9 pounds a day for a hot meal, as to have a lunchtime call out (which they will only get if they are inncontient)is 5 pounds 25p plus the cost of the meal which they will have to get for themselves! cpt dont have enough staff to carry out this service now so how are they going to cope. also the cost of meals on wheels is 2.60.

Has anyone really tried these meals? My next door neighbour has them and they are awful (although they are food and keep her going). She thinks its great that she will be able to choose her own. She was told that if she couldn't deal with it herself she would still get help to heat the fod up each day, so has someone got the story wrong. And who is Howard Dowber and why is he campaining? Some people should find real issues, those that benefit local people.

If the quality of the meals is the problem, the council should improve them. But this is purely about saving money as Councillor Massey has admitted. And the Council has failed to explain the change to local people who are contacting me to complain.
I'm campaigning on this because it's cruel, it's an insult to elderly residents and it's an attack on the most vulnerable people in our community.

Are people aware that the cost to the oap will also be £10 to have the meal cooked on top of the cost of the meal most wont be able to afford this,so they will have to starve how disgusting.
