Photos have been shared with News Shopper which appear to show a Dartford food vendor "wheeling animal carcasses through the town centre" in a shopping trolley.
Kevin Stringer, who took the photos, said he watched a man unload the dead animals from a butcher's van into a trolley, which was then "wheeled off down the high street."
"It makes you think. No wonder some Dartford restaurants have low hygiene ratings," Mr Stringer said.
He added the carcasses were not covered and there was no lining in the trolley to ensure the meat was kept clean.
After he posted the photos on Facebook, Mr Stringer said some people disagreed with him and insisted it was "normal" to transfer meat like this.
"It's not normal to wheel it through the town centre though, is it?" he said.
Mr Stringer added that as he watched the two men transfer the meat from the van, the man dropping the carcasses into the trolley was wearing gloves, but claims they were "filthy".
He is also concerned he did not see any paperwork exchange hands as the meat was handed over.
Mr Stringer said he could not tell which restaurant the meat was being taken to.
