Officers in a helicopter followed the vehicle before the rider was seen to get off the bike and go into a pub, believed to be the Who'd a Thought It, where officers arrested the 22-year-old suspect.
A Met Police spokeswoman said the man was detained on suspicion various offences including driving dangerously, using a mobile phone while driving and theft of a motor vehicle.
