A second man has been prosecuted because of an ongoing problem with fly-tipping on privately-owned Bickley land.

The land, previously photographed strewn with waste, is adjacent to Bickley Manor Hotel in Blackbrook Lane.

Leslie Osborn, of Danson Mead, Welling, was found guilty on four charges and has 28 days to pay just under £6,000 including fines of £4,000.

Osborn failed to attend Bexley Magistrates’ Court to respond to the charges.

Leader of Bromley Council, Colin Smith, said: “This is the second prosecution with seemingly more to follow, which the council would far, far prefer not to have to make.

“This site remains a totally unacceptable blot on the landscape which needs to be cleared and that enforcement action against those who have thus far failed to comply with their Untidy Site Notice will continue until it is.

“The council would far rather see this done the easy way, rather than by having to use the courts, but I cannot emphasise strongly enough to those owners still pondering their options, that the council will continue to press for clearance until the matter is fully resolved.”

Osborn owns several of the 35 plots of land in Blackbrook Lane.

He is the second man to be prosecuted after Dean Osborn, also of Danson Mead, was found guilty and ordered to pay £942.

Travellers illegally occupied the land last summer, which led to problems for the nearby hotel.

The owner said customers believed the land, which she described as an eyesore, belonged to them.

People who offer information for a fly-tipping offence in Bromley, which leads to prosecution, could claim £500 through the Enviro-crime Reward Scheme.
