A vacant site in Anerley could be turned into a four-storey block of flats.
The location, at 37-41 Church Road, was last used in 2003 as a car showroom and is within the Crystal Palace Conservation Area.
Graffiti now litters the walls of the hoarded-up site.
Developer Architects Plus is proposing to build nine flats, none of which will be categorised as affordable housing.
The flats would be a mix of eight two-bedroom flats and one three-bedroom flat.
A communal area and nine underground parking spots are included in the plans.
The developer insists the proposed flats would “improve the character of the area by regenerating an unused site”.
Gala Bingo Hall lies adjacent to the site, which Architects Plus says has recently been purchased by a cinema chain.
