Kenneth Noye, the road rage killer who stabbed a young man to death on the M25, has been recommended to be moved to an open prison by the Parole Board.
Noye, who is now 69, is serving a life sentence for the 1996 murder of Stephen Cameron on a slip road near Swanley.
Stephen Cameron was 21 years old when he was attacked and Noye was convicted in April 2000 to serve life with a minimum term of 16 years.
In February this year Noye, originally from Bexleyheath, won a High Court battle to be moved to an open prison.
It has been reported that the Parole Board has recommended that Noye be transferred to open conditions.
A spokesman said: “This is a recommendation only and the Ministry of Justice will now consider the advice and make the final decision.
"Under current legislation, Mr Noye will be eligible for a further review within two years.
"The date of the next review will be set by the Ministry of Justice."
