A police cordon has been put up around the scene.
A man has been charged in connection with the theft of flags from a Lee Rigby memorial.
Patrick Burke, 66, from Greenwich was charged with theft after flags were removed from the memorial in Artillery Place, Woolwich on May 17.
He was also charged with possession of a Class B drug.
He will appear at Bromley Magistrates' Court on Thursday, June 8.
