A Hayes man is outraged after receiving a parking ticket in Orpington which he successfully repealed – but claims the council are still charging people.

Terry Harris, 65, went to pick his wife up, Rita, 65, from Orpington High Street in their Jaguar but received a ticket via a CCTV camera.

Mr Harris, who runs a plumbing shop, received the £110 ticket in February for stopping in a loading bay.

The independent adjudicator’s decision states: "I am, however, allowing this appeal because I agree with Mr and Mrs Harris that the signage and marking of the loading restrictions was not adequate."

After his victory he was amazed when he went back to same spot last week to find an inspector fining cars, and no new markings.

Mr Harris, from Hayes Lane, said: "The loading sign must have worn out 10 years ago. Bromley council are making millions by fining people incorrectly and are making an enormous profit. They should repay all the fines.

"Bromley Council have been made fully aware of the incorrect markings and the sign that is obviously crooked, yet they have done nothing whatsoever to rectify it and are still issuing fines.

"This is a total disgrace and it should be made aware that this camera is giving out fines.

"Many people pay these fines because they’re not aware or cannot afford time off to travel and appeal it.

"I’m a pensioner and the fine amounts to a week’s pension."

Mr Harris, who went to the adjudicator in Angel, did not pay any of his fine.

A Bromley Council spokesperson said: "As always, we accept the finding of the independent adjudicator and this underlines our constant advice that motorists should always appeal when they feel hard done by."
