A third of all jobs in Bexley were considered under-paid last year according to new research.
The New Policy Institute (NPI), who conducted the research, said the living wage of £8.80 an hour is based on the amount an individual needs to earn to cover basic costs of living.
These findings suggest the cost of living is growing faster than what people are earning which subsequently reflects a trend across England according to the NPI.
The think-tank said Bexley, with the borough of Harrow, had the highest proportions of low-paid jobs and Richmond has the lowest at 11 percent.
The New Policy Institute said there were more than 640,000 low-paid jobs in London last year compared to 45,000 in 2012.
The institute also found that as a whole the lowest proportion of low-paid workers were among those with a white-British background.
