Steven Uncles has denied multiple charges of fraud.
The regional chairman of the English Democrats from Dartford, aged 49, denies seven counts of submitting bogus papers to three different Kent councils.
On April 2 he is alleged to have submitted two phony local election documents to Dartford and one to Sevenoaks District Council.
Two days later Uncles, of Shears Close, Dartford, is accused of committing the same crime four times at Tonbridge and Malling Borough Council.
The head of the right-wing nationalist party in the south east is charged with multiple counts of "using a false instrument with intent it be accepted as genuine" under the Forgery and Counterfeiting Act 1981.
After denying the charges at Dartford Magistrates’ Court today he will next appear at Maidstone Crown Court on March 14 following a Kent and Essex Serious Crime Directorate investigation.
Uncles is the English Democrats’ prospective lead candidate in this year's European elections in the south east of England.
