A THINKTANK has exposed Bexley and Lewisham as two of the worst boroughs in London for low pay.
The report from Centre for London has revealed in eight local authority areas, five per cent or more of workers earn the minimum wage or below.
The other offenders include Waltham Forest, Haringey, Hackney, Ealing, Sutton and Newham.
Meanwhile in the City of London only 0.4 per cent of workers earn the minimum wage or below.
The average across the capital is 2.9 per cent.
It is believed there have only ever been only one or two prosecutions of an employer for paying less than the minimum wage.
This payment equates to £6.31 for those aged 21 and above, £5.03 for people aged between 18 and 20 and £3.72 for youngsters under 16.
The think tank suggests reforms are made so councils can name and shame employers which breach the law.
