Swanley Town Council chief executive quits his post

Brian Daley. Brian Daley.

IN THE week a confidential report about staffing at Swanley Town Council was leaked to the press, the chief executive has quit his post.

After 13-years as chief executive and town clerk of the council and Swanley Banqueting, Brian Daley left by mutual consent on Monday (October 29).

Formally, his last day will be on January 6 next year.

News Shopper previously reported how independent consultant Roger Wilkins was called in by Mr Daley to conduct a report on the council’s structure and staffing.

Included in his 14-page report was the recommendation that Mr Daley’s £76,647 per year position should be merged with that of chief financial officer.

According to Swanley Town Council today, Mr Daley did further work based around the findings of the report and after discussions on Monday it was agreed he would leave.

Officers in the council’s leadership group will meet today to discuss the appointment of the next town clerk.

In the mean time, two current officers will act as the responsible officer for the council.

Well done to Swanley Town Councillors for dealing with this, looking at the figures 50% of the Town Councils revenue goes on wages, to how many people Id like to know?exactly what function do the Town Council Serve? Apart from looking after the parks and running Swanley banqueting, what else is under their remit which costs so much money? It's about time the residents of Swanley got value for money for the Council Tax they pay and the gravy train of wages and gold plated pensions to the managers in the public sector ended.

Brian Daley was a very good Town Clerk who was much admired by the people of this Town and not only in Council circles and when you consider that Brian did have two Jobs roles and often stayed late in his office working on projects and grants to benefit the people of this Town, Brian will not get a gold plated pension all he will get his a standard pension through Local Government pesion scheme run by KCC.Brian did also find grants that saved money for solar panels to save on the councils buildings electric bill while earning money through the feed in tariff, one should remember that Brian still earns far less than the previous Town Clerk who was on over £100,000 a year in 1999 and Brian was earning less than this 13 years later and you also have to consider his imput into Swanley Banqueting which during those 13 years raised millions for the Council and saved the Council tax from going up, in fact there as only been 3 small council tax rises of £5 or less on the town council tax, the massive rises have come from the other councils who cover Swanley, It was also Brian Daley who applied for all the 60% grants for the highly successful water play area in the Park.

Brian Daley was very good at his job. He is a much loved proffessional in all his 13years at Swanley Town Council. There are a lot of unanswered questions relating to his sudden departure from his job. The people of Swanley should demand the truth from the Councillors.
